Abstract

Dr Mark Robinson is a dual Swedish–British national based in Lund and a Senior Advisor to the Oxford Martin AI Governance Initiative at Oxford University. His research focuses on the international governance of AI, and this talk reflects his independent scholarly work.

The governance of artificial intelligence is no longer just a technical issue but a geopolitical and ethical challenge demanding coordinated leadership. In response, the UN High‑Level Advisory Body on AI (HLAB AI) was mandated to propose concrete institutional and strategic recommendations for global oversight. Its Final Report that was presented at the UN Summit of the Future in September 2024, Governing AI for Humanity, set out seven core proposals aimed at building inclusive, rights‑respecting, and effective global governance.

This seminar offers an early assessment of developments since the report’s release, identifying areas of momentum as well as persistent gaps. Theme 1 examines institutional foundations; Theme 2 considers operational infrastructure and equity mechanisms. While implementation has begun, progress is uneven and voluntary approaches continue to limit enforceability.

To re‑energize the HLAB AI mandate, three ambitious steps are proposed: a US–China bilateral accord on AI; drafting a Statute for an International AI Agency to ensure readiness when political will emerges; and establishing a Global AI Risk and Crisis Response Mechanism for rapid coordination in emergencies. Together, these measures aim to shift global AI governance from aspiration to durable, enforceable practice.
